Air conditioning maintenance for horizontal property (PH) administrators in Panama

A PH administrator needs one contact, one plan and evidence for the board. This is how a building’s air conditioning maintenance is organized, with what the technical sources document.

Short answer

For a PH administrator, an air conditioning maintenance plan is organized into four pieces: a technical inventory of the equipment, periodic inspections by component (as the ANSI/ASHRAE/ACCA 180 standard sets for commercial buildings), reports with evidence for the board, and a budget that anticipates replacements. The U.S. Department of Energy operations and maintenance guide estimates savings of as much as 12% to 18% on average in the maintenance cost of a preventive program compared with a purely corrective one.

Periodic inspectionMinimum inspection and tasks by component in commercial buildingsWithout routine inspection, the system tends to run outside its optimal rangeD-03

The horizontal property law in force in Panama is Law 284 of February 14, 2022, which replaced Law 31 of 2010. Contractual and administration obligations should be checked against the text of the law and with legal advice.

What the sources document about preventive maintenance

12% to 18%estimated average savings in the maintenance cost of a preventive program versus a corrective one, according to studies the guide cites.D-01
16 %median energy savings from correcting deficiencies in existing buildings (643 U.S. buildings).D-02
1.1 yearsmedian payback in those existing buildings.D-02

The first two figures measure different things: the Department of Energy one is savings on maintenance cost and the Berkeley Lab one on whole-building energy, so they are not added. They are U.S. data; in Panama’s climate, with high humidity and continuous operation, it is reasonable to expect the effect to tend to be larger, but that is an inference and not a measurement. What to ask for in the contract

  • Scope by unit and by component, with the inventory as an annex.
  • Visit frequency defined in writing for each system.
  • Report per visit with photographs and prioritized recommendations.
  • Way of handling failures defined in writing, with those responsible and contact channels.
  • Conditions for spare parts and out-of-scope work.
  • Reports designed to be presented to the board or the assembly.

Signs that the plan is not working

Repeated drips and odorsThey point to drainage and damp components that are not being attended. C-02
No reportsWithout evidence per visit, the board cannot oversee.
Action only after breakdownIt is the corrective mode the Department of Energy guide compares. D-01

Frequently asked questions

It depends on the PH’s bylaws and the law in force, so the building’s regulations and Law 284 of 2022 should be reviewed, with legal advice before signing. In practice, the administrator prepares the technical conditions and the board decides.

It is the technical inventory of the equipment with its condition and operating conditions. It is the basis for moving from a corrective scheme to a preventive one.

The ANSI/ASHRAE/ACCA 180 standard sets minimum inspections and tasks by component for commercial buildings, and the specific frequency is defined in writing for each system. There is no universal frequency.

Only if an inspection justifies it: substantial visible mold, vermin, obstruction or particles from the registers. The criteria are in when to clean ducts and how it should be done.
