Punta Pacífica: high rise, how to access the machine room ducts

In a very tall tower the duct of an apartment is the last stretch of a system that starts in a room the owner does not enter.

Short answer

In a Punta Pacífica tower access to the ducts passes through three levels: the apartment, the common access points of each floor and the technical room. It is coordinated with the PH administration, what belongs to the owner and what to the building is defined, and inspection is done with a camera through existing access points, without dismantling. The result is a report per section for the board.

The owner of an apartment on the thirtieth floor of a tower in Punta Pacífica notices that the air comes out with a faint smell when switched on in the morning. She calls the technician, who explains that her apartment’s duct is short, but that the air arrives from a central unit located on another level, to which he cannot go without the administration’s permission.

The question is not technical but one of access: how are the ducts of a very tall tower reached, who decides and what falls to whom? Answering it up front avoids half-done visits and arguments with the board.

What changes in a very tall tower?

The runs and the pressures change. Vertical ducts run from one level to another through service shafts, with heights of tens of floors. Long runs and elbows are more frequent, and the pressure difference between a low floor and a high floor makes the air behave differently at each level. A system that works well on the tenth floor can give different problems on the thirtieth.

Climatiza is the technical service behind this guide and works with camera inspection, an illustrated report and cleaning only when the condition justifies it, including in the case of Punta Pacífica.

A study from the EPA BASE project, covering 97 air conditioned office buildings, associated air intakes less than 60 meters above ground with more symptoms among occupants, and less frequent cleaning of coils and pans with more headaches and eye symptoms (Mendell and colleagues, 2008, Indoor Air). It is an association, not a cause, and it refers to offices. For a tall residential tower it has a practical reading: the height of the intake and the state of coil and pan weigh more than the length of the duct.

What belongs to the owner and what to the building?

The boundary varies, but there is a pattern. The apartment has its own unit, its grilles and the run up to the first access point. The building has the chilled water plant or central units, the service risers, the technical rooms and the common access points on each floor. The first is decided between the owner and whoever services it. The second is decided at the administration.

Law 284 of 2022 on horizontal property establishes that the administrator carries out the ordinary administration and conservation tasks with the budget approved by the Assembly and oversees sanitary and conservation measures. It does not mention ducts or air conditioning, so the concrete access rules are in the internal regulation of each PH. That is why it is worth asking for it before scheduling anything.

Why does it matter to coordinate with the tower maintenance?

It matters because an apartment’s duct depends on decisions taken outside it. An owner can clean their run, and if the problem is in the riser or the central unit, the smell remains. Likewise, an intervention in the technical room affects many floors at once. Coordinating avoids useless work and avoids surprises for the neighbors.

The ASHRAE 180 standard describes inspection and maintenance practices for commercial HVAC systems, and its logic applies to a large residential tower: inspect by component, note what is found and repeat at a reasonable frequency. On health, the EPA and the CDC indicate that duct cleaning has not been shown to prevent health problems, and it is not framed here as protection but as documented upkeep of the system.

What is the visit like when access passes through technical rooms?

  1. Request to the administration. The administration is informed in advance of what is to be seen, on which levels and with what equipment, and the regulation and the maintenance contact are requested.
  2. Apartment first. The grilles, the filter and the first run of the apartment are checked with a camera through its own access point, and what is seen is noted.
  3. The floor's common access point. With the maintenance contact, the common access point is opened and the section going up or down to the riser is looked at, without dismantling anything.
  4. Technical room, only with permission. The central unit and the base of the riser are checked with an escort. The filter, coil and pan are photographed.

An illustrative case, not a real client: a high floor apartment with a faint smell at start-up. The camera shows its own run clean, the common access point with a thin film of dust and, in the technical room, a pan with residue. The sensible decision is for the building to clean the pan and for the owner not to touch their run. There the report prevents the owner from paying for work that would not solve the smell. The situation in this part of the city is summarized in the guide to the Punta Pacífica area.

Which report serves the board?

  • A summary per level: apartment, common access point and technical room, with dated photos.
  • The owner and building boundary, written, for each run.
  • A list of what could not be seen and which access would be needed.
  • One recommendation per run: clean, monitor or no action.
  • A calendar proposal the board can approve with the current budget.

With that report the board decides on evidence and not on isolated complaints. To set the frequency, the criteria for when to clean help, and the rest of the areas with similar towers are on the zone map. The most frequent mistakes are hiring only the apartment’s run when the source is upstairs, acting without written permission and accepting a report without the boundary of responsibility.

Why does inspecting and cleaning ducts matter?

These are the technical reasons, with their source, why the condition of the ducts is checked before deciding. Duct cleaning has not been shown to prevent health problems according to the EPA and the CDC, and it is proposed only when the observed condition justifies it.

AdvantageData with sourceWhat it means in practice
Anticipate the tropical humidityAccording to ETESA (Tocumen station, 1977 to 2010), mean annual relative humidity in Panama is 75.7 % and rises to between 78.2 and 82.4 % in the rainy months. The condensate pan, the drain and the coil are checked first, because that is where moisture builds up.
Protect equipment performanceIn a laboratory test with dust equivalent to one year of use, coil pressure drop rose between 6 and 30 % and efficiency (EER) fell between 1 and 9 % (Yang, Braun and Groll, ARTI, 2004).It is a laboratory result and not a promise of savings: it points to the components worth checking.
Follow a technical inspection referenceThe ANSI/ASHRAE/ACCA 180 standard is the standard practice for inspection and maintenance of commercial HVAC systems. It is an industry reference, not a legal requirement in Panama, and helps organize the review plan.
Keep construction dust out of the systemThe EPA and NIOSH Building Air Quality guide asks to block return grilles while construction work takes place in occupied buildings. Before accepting a new or remodeled system it is worth checking whether construction dust got in.

Frequently asked questions

The apartment’s own run, yes, through its access point. Common access points, the riser and the technical room require the administration’s permission. It helps to ask in writing and attach the scope, so it is clear what is checked and who accompanies.

Because air arrives through a riser and a central unit that serve several floors. If the pan or coil in the technical room has residue, the smell appears in the connected apartments even if the apartment’s own run is clean.

Dated photos per level, the boundary between what belongs to the owner and the building, a recommendation per run and a list of what was not checked. With that the board can approve or defer an intervention on evidence.

It is a duct column rising through a technical shaft of the building and feeding several floors. Its long route, with bends and little clearance, calls for a long-cable camera and entry through access panels on different levels. The report separates each stretch checked from those not reached.

A written authorization is requested, along with a building escort, the plan of the technical shaft and the list of units serving each zone. With that information the technician defines where the camera enters and which stretches can be covered without cutting walls or affecting other floors.
